1. stay away from Miracle-Gro! Miracle-Gro products are designed to be used on a very wide variety of plants. Cannabis likes a more specific nutrient line-up... TechnaFlora has a good, cheap line-up and they sell a "starter kit" for around $40.

man... is your water brown out the tap? that ppm is HIGH as all get out...
I'm lucky... my tap water comes straight from canna-heaven... ppm around 60-70 with a pH of 7-ish
personally... I'd look into getting a filter or buying distilled water if I were you
I don't own a scale, I don't need one. However, I would really like to figure my grams per watt... I know for a fact I ain't pulling no 154 g's off a plant.

I've always used the paper towel method WITHOUT the sandwich baggie... and, to be honest, I've never had a problem.
are you soaking the seeds for 12-24 hours before the paper towel?

pre-flowers, which are pistils (usually around the 3rd or 4th node), should show up in veg between 4-6 weeks.
or, you can flip them to 12-12, wait 2-3 weeks and see that way too

Have you used a TDS meter and checked the ppm of your water? Thats a good place to start.
