There's only one reason this plant looks like it does: Bad genetics. It's a runt. Plain and simple. Almost every single hybrid plant species out there, be it cannabis, corn, pumpkins etc, all have their runt phenotypes. WhenI get those, I pull 'em like a useless weed.

The lighting you're using isn't going to create explosively dense buds. Your plants look fine, and even though a bit nitrogen rich at the moment, they will easily use that up later in flowering, so don't worry there, but your lighting is simply too weak to expect much more intense bud growth...

You can help get the shell off by placing a dime sized piece of wet paper cloth on the head of the plant for about 5 minutes, and then the shell should just slide off with your assistance. If it doesn't slide off with ease, put the cloth on longer. Otherwise, your plants look like they should.
