Yes that includes everything, time, soil, nutes, electricity,clones,pots. For harvesting I pay one ounce per pound ( mostly popcorn ) I hate harvesting. I don't grow anything but top shelf. I have it down to science so time and labor is not really an issue...maybe a four hours a week.

Maybe 150 bucks a pound indoors. Less for out door grows.

Skim milk works decently due to the titanium oxide in it. H202 also works well. Finding the reason you have PM is the best option. I've seen plants with PM turn 180 ( no more PM ) due to condition control. I would still do a H202 wash at harvest,

No the potato just needs to be in the middle of the tape ( sticky side up ). Don't allow potato to touch soil otherwise it's just a free lunch. They will find it..trust me...and as they crawl across the tape they get stuck. I'll look at your pics again and give my opinion in numbered progression.

Some are under nuted ( N and Cal/ Mag ) Some are over nuted or heat burn. Do not allow water to be reabsorbed by leaving water in saucers, it will allow the nute salts to be reabsorbed. Some of it could left over damage from fungus gnats damaging the roots.( less roots the plant can not uptake...

Odds are the ones that are perky had visible roots. Just let them be. Once they start establishing roots they will come back.

Some of it looks like Cal / Mag deficiency. Some of it looks like heat damage. You also got some tacoing going on. What are your temps..especially at the tops ?

Depends on the soil What brand are you using ? Whatever your using looks kinda funky. I'd go buy half way decent grow soil and start over. But yeah the longer it's wet the more likely fungi / mold will appear. If you are using soil out of your yard or garden I can see where it comes from. Best...

That's mold or fungi. Get different soil.

Pictures would really help. The yellowing could be heat damage or a Cal / Mag issue. Seeing the plant will help diagnose the problem. And it is way too hot 30C = 86 degrees What is your RH ?

Looks like gnats. Spider mites have 8 legs ( They are spiders after all ).

@OP He might come across (to some) as rude...but he is right. ( For the most part...a 250 HPS should be enough for one or two plants...not so tall maybe, might want to top them next time ) I'd cut my losses and start over. You could grow it for another month but it won't get any better,

Skim milk works really good due into part the titanuim oxide it contains. Skim milk is not white naturally, the have to dye it white. But it is too late into flower for milk products or oils. H2O2 is effective mid to late flower. Other sprays I don't know anything about since I don't get PM...
