Your plant will stretch 2 or 3 times the height it is now (depending on strain, soil, light) so do the math, calculate how much room your lights/fan/exhaust take up, and then throw them to flower when they get the height you want. Easy as lyin'.

No experience with that strain specifically, but I would wait until those white hairs turned orange/brown, and your trichs are nice and cloudy, and some amber.

You didn't state what CFLs you have them under, but if you are going to veg them for a bit before hitting the sun, more lights would be good. Also, as SPLFreak808 said, pot up with those girls, they are ready to go.

Do you have a loupe or a microscope to get a closer look at the trichs? Everyone has their preference for harvest time, but a closer look is always valuable. And when you say the first harvest didn't seem ready, what was it? Taste? Effect? Yield?
