I would use HPS. Like what has already been said, hps is proven and doesnt change technology much. You will never be disappointed with flowering in hps guaranteed.

Take everything you read online with a grain of salt, imo I've seen more bad information than good.

That size room is a perfect 4k. I do 4-5 plants in 10g pots under each 1000w DE light over a 4x4' area with great results. I like growing slightly larger plants rather than a lot more smaller ones. Just personal preference though

Imo you definitely have some light issues going on. They should be way further along than that at 4 weeks.

Those look good for using t5s and your first grow. You won't be disappointed if you upgrade to hps though.
