You might want to bury the stem up to the first set of leaves if you can. If you cant it shouldnt be a major issue but you might need to put a stick next to it to hold it up when it starts budding.

I would say only grow to a foot max during vegging unless you have enough light to put on the sides. The floros you have probably do not have a high enough output to reach much farther than that. You could also do LST or something along those lines to have more plant surfaces near the lights.
