What soil type is it? or what else is in the soil? i had a problem ver similar to this, the trouble with a coarse, or compact soil its the roots find it harder to grow down, its only a suggestion, but i did a transfer and they grew much faster afterwards. also cut the nutes for another weeks

i built something similar for a 250w cfl, made it using a few pieces of aluminum which i riveted together. I'd keep the inside bare Alu, you don't really need to polish it either, and it would be similar to foil and create heat spots, i'll take a photo when i'm near a camera

yea, although i said paper towel, i use the blue and white throw away kitchen wipe stuff, it doesn't break up when you try and open it up, and can be used over and over again

haha, yea i meant 40% ver and per, and the 60% is soil, so soil is in the mix, i just moved the lights up a bit, so i'll see how they do now, cheers everyone
