i think it depends where you get em the bulbs are that expensive they have em at lowes an home depot but you have to get a lamp, reflector, ballast and stronger fans. so ive heard anywhere from $150 to $250.

You should design and build a small grow cab or modify something to create one and use cfls if you only have limited space. Hps and mh are going to get really hot and in a limited space will probably cause more problems than its worth. I would read a little in the cfl forum and really plan stuff...

It sounds like your lights are 40 and 75 watt equivalents not really 40 and 75 watts. I say that because the bulbs i use for flowering are 300 watt equivalents but only use 68 watts. for veg growth you should be using bulbs labeled daylight or that have a color temp between 5200K -6500K...

It really depends on how small your talking. I had a few 13w cfl within that range and the plants didn't mind at all. just watch your plants, and if in doubt use the hand rule.
