Flood lights are no good for weed, they do not give off usable light. Also, weed doesnt grow super fast under cfls unless you have alot of them. Definitely back the light off, and if it were my plant, I would actually put it into a clone situation, very low light - maybe put the cfls about 12...

I think it looks fried. Maybe back the lights off another inch or two and see if that helps. They do put off some heat, I have burned plants with them before.
