"spray and pray" is not the "tactic" used by criminals, your claims of fiull auto glory are FALSE, since full auto weapons are incredibly rare in every type of crime (except the crime of having a full auto weapon, where the chance increases to almost 100%)
"illegaly converted" full autos are as rare as a bucket of fried snake with drumsticks.
drive-by shootings (i assume these are the spray and pray your referring to) are better described as Volley Fire. since the individual gangbanger is a pretty poor shot (cops are only slightly better) at the best of times, but when leaning out the back window of an impala they become practically useless. thats why they generally have 4-6 gangbangers open up at once, increasing the chance of hitting Pookie from 2% to around 15%. a Drive-By is not a CIA Wet Squad, killing the target is tangential to their interests at best. their goal is to bust some caps in the target's general direction, and speed away before return fire or the cops can end their awesome career of selling crack and pretending to be badasses.
if the goal was to kill the target theres a dozen ways to do that with a higher sucess rate than "Spray and Pray" drive-bys. worrying about the random discharge of gunfire by fools who couldnt even shoot themselves in the dick is an excuse for banning guns from LAW ABIDING CITZENS.
disarming the public serves the interests of the gangbangers, and the cops, since both these groups prefer their victims to be unable to shoot back.
