this light is bright . floods the entire area . typo .
Haters gonna hate. There are a lot of different products with LED COBs now. They are amazingly bright.

There was some dumb Halloween toy that had lights like a cheap and small Roleandro COB and it plays spooky music and flashes lights. These tiny COBs were blinking and blinding.

This would likely be better than that light you are trying to use.
A 6 PACK OF THESE
http://www.lowes.com/pd/Utilitech-6-Pack-9-Watt-60W-Equivalent-3000K-A19-Medium-Base-E-26-Warm-White-Indoor-LED-Bulb/50423208
(they sell the 5000K if you are using the light for veg)

ONE OF THESE

6 OF THESE
http://www.lowes.com/pd/Project-Source-660-Watt-Ivory-Medium-Light-Socket-Adapter/3775911

Remove the diffuser from the led bulbs and screw them into the sockets. Plug the sockets into the outlets and hang the surge protector above your plant.
$30 total gets you a small cheap grow light that produces 5100 lumens and only uses 54W.

I know you're short on money but if you had but $50 more you could shoot for a real cheap LED.

https://www.amazon.com/MarsHydro-Mars300-Spectrum-Hydroponic-Greenhouse/dp/B00XC3LBI2

300W MarsHydro LED Grow Light.

Plenty of people have success with these. I hate to blow your bubble but that 34W LED could maybe keep a seedling going for a week or two but you'd need much more light to finish out the grow, I heavily doubt the 34W could keep going by itself for a full grow.
