help germinate black seeds

my first time growing and i think i chose shit seeds. there all i have and all i can get, so please help. the are black and fade to white at the tips, and they will not germinate. its pissing me off i've been trying fot a week and only have 4 left. i know someone knows something about this
 
they probly decomposing inside already, black is the color of reLLY OLD BEANS.
you them like a grayish tone with black streaks
 
nah my cousin had some diffrent seeds from the same grass and his are already germinated and coming out of the ground
and one of my homies had some kush seeds last year that were completely black and he got some grade a shit from it

still need help
 
Shallow Dish. Seeds folded in paper towel. Soaked. Dark place. This method works for me every time. You may have some bunk seeds. ???

try softly scrathing the surface with a sharp edge
