Is this flower or pre-flower stage? First and very late grow (outdoor (window/balcony), then indoor, photoperiod) - switch to 12/12 and 2700K?

Hi everyone, I have this special scenario and I need your help, please.

I've never grown before but I got my hands on one seed (photoperiod, feminized, Lost pearl, indica, seed I received for free when I was buying some CBD oil) and because I was bored I decided that I will try to grow it on my windowsill and balcony (depending on weather and time) so my plant would receive almost 9 hours of direct sunlight.
I started around 29th of July - seedling = More than a month of summer weather.
I'd say it went pretty well considering the late grow and only 9 hours of direct sunlight.

On 15th of September I decided to start growing 18/6 under 6400K 15W LED as it got very cold outside and sun is now almost always hidden behind clouds and it is also frequently raining.
I also noticed that there are many pistils or... buds? So it looks like to me that my plant already transitioned to flowering phase?
And my question is: should I switch to 12/12 and 2700K light or can I keep it under 18/6 6400K for a while?
Basically I would like to know if this is already a flowering phase or still pre-flower phase...

Please see attached photos, especially those from 22-09 (dates are in their titles). Please don't mind broken leaves.. my cats attacked my plant a week ago :/
Let me know if you have any questions

Your plant is most certainly in the flower stage, so assuming it is a photo (not an auto) you should drop down to 12/12 ASAP

You really should get more light bulbs as 15 watt is not enough....and get 2700K bulbs which are best for flowering

Typical ratio is three 2700K to one 6500K for flowering

PS: when the sun is shining, do let them soak up the sunshine when available

One of the problems with fluorescent is the light doesn't penetrate very far. I believe your plant is responding to a too-low light situation.

Thank you, both. I switched to 1x 2700K and will switch to 12/12... I do realize my setup is not ideal, but I didn't want to spend too much money on it.
Use your 6400K with your 2700K, and/or any other bulbs you already have, as one bulb is really underpowered....more bulbs the better

...also don't forget to utilize the sunshine when available

If anyone's interested, here's the result.
I wanted to wait one or two more weeks but I chopped it already because that "thing" on leaves was getting closer to buds. Tips of leaves started turning brown during the flowering phase. Overfed maybe? I tried to feed it less but it didn't stop spreading though.

Anyways, it was fun experience and I think it will be for more than one joint after all :)
