Is this Nutrient Burn or Light Burn?

Any recommendations that arent expensive?
I recently bought a Blue Lab truncheon, and while it's cool looking and waterproof, I like my generic PPM meter better. Even if it's off by a few points, the truncheon is scaled to the 100th. So it's still giving me a less accurate reading than a PPM meter that's off by 15 or whatever.
 
I'm wondering if maybe my plant is rootbound? I noticed when I transferred from solo cup to 2 gallon fabric pot the roots werent balled up but they were circling the cup... From what ive heard rootbound plants wont take nutrients?
 
I just spend $100 on a PH and EC/PPM tester... but I have zero idea what I'm looking for with them?
Ok so you should be able to shift through the ph,ppm, and ec.. it will be up top or down low when turned on. Let's get there and I can walk you through the rest if you reply back and haven't already figured it out..

Waiting on my meters still.. When I get them and am ready ill report back. About to plant 20 more Femanized seeds that I got off ILGM.
 
I lowered light intensity, tried feeding with pure water no nutrients... cant understand why im having this rust coloration on my leaves! I'm thinking nitrogen or calcium, should I run some calimag? My EC/PH meters come in in a few days, gonna need some things to try!

I don't get it I use great nutrients on these plants and its the same thing I use outdoors, never had this issue outdoors with leaves curling and rust colored spots... I've always used tap water from my well too, what gives?! This was my outdoor last year all 1lb+ 10ft plants never had issues... used same soil, nutrients and water and PH tester.
