We're talking about the same idea the founding fathers based there beliefs on, wether Hamiltonian or Jeffersonian they both believed man was not capable of correctly governing others. However they did believe the virtuos man would be one who could separate self interest/human nature to capitalize on ones on behalf and govern properly, "virtuos" men were still a very small part of the male population. We all know once something gets to big it can cause problems but when laws are too loose and localized jut as many complications arise between different local areas. It's just life no matter what scale it's on. You can't please everyone so you have to do what will cause the most good. The defintion and methods of good of course depends on the person.
