If you aren't planning to veg above 12" the 400w should be fine, but you may need to rotate your plants under it to keep the ones on the edge from growing more sideways then upwards. I'm vegging 6 opium clones under a 400w and I had some issues with the outer plants leaning inward or just flat growing sideways until I started rotating them every other day.
Here's some pics that are only a few days old-the plants are at 4 weeks veg and should have been switched to flower the next day, but I had to wait for my new 600w to arrive so they got an extra week (should start 12/12 tomorrow). Notice the lean on picture #5 caused by being on the outer edge of the light for too long(sorry about the pic posting sideways) and the stunted/sideways growth on the central plant in pic #4 caused by the same thing.
