Not necessarily, it could mean it just needs more light...but, if you're running regs and a few tend to grow a little more aggressively than the rest, keep your eyes and hands in there on the hunt for balls.

No, that's not how it works.
You tell sex of a plant based on it's sexual organs. Yours has balls = male. Has nothing to do with height.
