Still can't germ seeds

Hey guys so I've been trying to germ some seeds now for a couple weeks and nothings happening. Basically the seeds are definitely viable as I've popped a few open to check as well as had many seeds germ from them in the past year, so as for my process i m not sure if its a few mistakes I'm making or just not giving it enough effort I'm not sure. Basically I've tried the glass of water method with no result after almost a week in water, I've tried the wet paper towel with no luck and just recently put 4 down into jiffy pellets and still waiting. So far I haven't even seen 1 root pop out. Some of the seeds have cracked open but seem to stop at that and then just sit there until they rot. I am going to try the natural way next. If anyone could suggest a certain type of soil best suited for starting the seeds in I'd be grateful keeping in mind I'm in a country that doesn't have the same brand names as others

The seeds need 3 things to pop.

1. warmth
2. wetness
3. time

If you put them somewhere wet and warm they will almost always germinate within 2 weeks (usually quicker). Don't check on the seeds by digging them out when you plant them. There is nothing you can do to make them germinate faster so don't screw around with them. You can only damage and kill them by checking so you'll always regret it. Leave them in a warm room in a wet place (in a jiffy bag, paper towel, rockwool, soil, rapid rooter... whatever). Give them upto 2 weeks and they will germinate if viable.

For soil you'll want a "light" potting soil. Ideally it should be fluffy and airy rather than muddy as cannabis doesn't like being waterlogged. It shouldn't have loads of added time release fertiliser as your seedlings won't need it and it might burn them when young.

Ok sweet I'll have a go at that then once I go get better soil. I've got seed raising soil but its full of slow release nutes

Here is an easy way ( at least for me ) .... Easy Plug and Play

I use a light mix for seedlings ( Light Warrior ).
It doesn't over power the new seedling.
I use a styrofoam cup with dampened mix . Plant seed ( No Scuffing or glass of water. )
Just plant in mix.

After some time , ( between 3 - 5 days ) you will see it pop . You can park the seed on warming pad , cable box , whatever for some warmth. Once seedling gets going and gets some growth under its belt ... i rip cup and plant the plug into a container of soil.

I might actually we over wetting the soil/paper then. All methods have worked in the past for me with this same lot of seeds that's why I'm kind of stuck but I'll have one last go at it before I just plant the bag of seeds in one go(30 or so)

When you say warm how warm is warm and how warm is too warm bcoz I might of actually been keeping em too warm being on top of a hot water cyclinder inside an enclosed cupboard
