Why won't they grow? :(

On plant day, then I spray the plant about 3-4 times a day I keep the top damp, but not soaked

The soil is too wet. You should not have to water every day, even if you are just spraying water.

Here is my simple, but seemingly effective, method:

1) Soak seed in a small glass of water for 8-24 hours
2) If seed sinks and/or a tap root can be seen, seed is ready.
3) Thoroughly water solo cup (with drainage holes) full of seed starting soil (peat moss and perlite works). Let cup set for 15 minutes.
4) Place seed in small hole ~1/4" deep. Cover with soil.
5) Place plastic bag over cup and secure with rubber band.

I get almost a 100% success rate with this, and typically do not have to water again for 3-6 days.

Space: closet grow
Grow Type: CFL
Light source: two 16 watt CFL's(3200 lumens)
space between plant and light: 7-8 inches.
Water: distilled
humidity: 40% I'd assume
soil: miracle grow seedling soil
pot size: 2.8 liters
germ method: glass of water, then straight into the soil.(avoiding paper towel method)
light cycle: 18/6
U need more light. Try 2 6500k 23 watt cfls and 1 18 watt 2700k cfl and keep those lights about 3 inches from the little guys...pu your hand between the lights and your plant and if u can feel a lil bit of heat (not much just a lil bit) then your good. Thats prob why your lil guys are dieing cause thoae cfls you have now dont work unless they are really close to your plants especialy since they are such low watts and wrong spectrum.
And remeber too keep your temps in your area between 70 degrs. And no higher than 80.

hold back on nutes and water mabe ... im not an expert but ive even gotten seedlings sprouting unexpectedly from tipping my bong water out my window every night o_O , i also noticed very slow or no groth when my heat was way over the top

Start them off in plastic cups it's easier to work with and the miracle grow seedling soil is just coco coir I don't remember if it has nutes or not but I've started seedlings in it before with no problems.

after reading back (i agree with too much water also) i just got my temps down from 80-95 to 65-73 and the difference in a matter of days has been huge! i water every second / third day depending how dry my soil is

Its the high temperature with too much water = stem rot. If your growing under t5 florescent lights, cfl's you don't need to water as often as opposed to plants under hid lights. Your medium looks like it is acting like a sponge. Try adding perilite to make a lighter mix.

It's always around 85-95 upstairs because the AC is currently broken, but I am growing kaya gold and they can withstand pretty harsh conditions
Marijuana stops growing at 80 to 85 degrees, the smaller they are, the less heat it takes to shut them down inside. It's too hot, and they are not growing, stagnating, and dying, basically.

Move to the basement.

This person is correct not allowing you seed compost to dry between watering is what is triggering your damping off mold.
2.8 liter pots are too big, as a result the medium stays wet for too long.

This person is also correct, again too much water.

as soon as they sprout you see green put a plastic dome over them.I use those cheap glad freezer containers from the supper market.I would get some miracle grow organic if you cant find better soil.they will damp off and die if too dry and drown if there too wet.just water a small amount around the seedling and check it every day.If you see some moisture on top of your plastic dome on the inside you usually have enough water.
This is not correct and in my opinion bad advice; a dome will increase your chances of damping off due to poor air circulation and high humidity.

If anything you need some air to circulate (not a fan blowing on them) and try to get your temperature down to no higher than 80°F if you can.
