You know of any areas in Costa Rica who are friendly towards American expatriats? I'm willing to be loyal to my country. The only problem is America is loyal to no one anymore. It's all about getting the best deal, Walmart syndrome.
My uncle lives in a place called Puriscal in the mountains where it's 70 degrees year around. He has some 85 acres he's owned since the 70's in the low lands 40 min away and 20 miles from the pacific coast, but it's hot and humid in the summer.
He's pretty anti social but said he has more friends down there than he ever had living in California. Many people from Canada, US, and other countries retired down there.
If you own property you have to fight off squatters, probably better to rent for a while. He rents out his house in San diego for a couple grand a month and lives like a king down there. He just rides the bus into San Jose if he has to go there, said it's a straight shot and very simple.
When we were there we were in a truck with a camper and went all over the place, had an inflatable boat and went diving/fishing/exploring, it was epic. Most of the people there are white.
