it's worse than that. the "sawed off shotgun" was legal if measured from the chamber to the crown, but illegal if measured from the headspace to the crown.

I had as little as possible withheld for years, never had a problem. Only owed money once and that was because my income roughly doubled that year due to a lot of prevailing wage work.
