Notice, how they are all on or very near a vein. They very light green lines that you see in the close up and other pictures. Seems like whatever it is, is targeting the veins. Mold spores would be connected to each other. Like city lights. it's not powdery mildew.

That's not spores. Spores require 400x magnification at least. Could possibly be eggs. What is your magnification here?
