It's totally you call my friend but i woud go for proper ready made ballast. A grow tent is a massive fire hazzard at the best of times without the added risk of home made balast. I know it saves a bit of dollar but is it worth it if your neighbourhood is smoking your bud via a house fire for free.

Defo remedy humidity and also I would ease of on the light a little, never used T5's but have grown TD. Might be a bit to much heat off the lights at 4 inches away. I am usually very gentle with everything from seed. When she gets going, TD grows well. Make sure you cure for minimum 3-4 weeks...
