    Your CFL's being 10" away from the plants is a problem, at 10" away your basically starving them of light, CFL's can be 2" away easily and cause no harm, the plants love it

    Cheap alternative to wet and dry vacuum

    Assuming home depot is in the UK, they sell a $20 attachment that snaps onto a 5 gallon bucket, and turn it into a wet vacuum. The cost of the attachment is $20, and a bucket if you dont have one is $3. Pretty cheap and no messing around with syphoning and that mess.
