Yes I spray mine all the time. I dont advise putting any nutes in the water though. I think it caused me some problems so I quit adding them. Just get an old spray bottle and wash it out good, or go buy a good one at the store and make it rain.....

I dont use a fan unless it gets too hot. I guess they get a little from the HVAC but not much.

Personally I would go with the CFL's. You can concentrate your light where you want it. Using strips you will be pretty well struck to having the light at one height and plants dont all grow the same. With CFL's you can also have side lighting of your plant...Thats a nice grow tent but you could...
