Vacuum sealing the jars isnt a bad idea for long term storage, but keep in mind that it will still degrade over time. the best way to slow the process is to vacuum bag it and freeze it.

First thing you should do if possible is boost the other plants up to the same height so they are equally far from the light(which should be pretty close). The last thing you want to do is starve the other plants of light and produce much worse than they should.

Top soil Is pretty much mud in a bag. If you use it you will need some perlite or vermiculture to help with air and drainage. If you need some walmart soil buy miracle grow africian violate, in a pinch it's really good stuff. Drains well and doesn't have the time release ferts to worry about.
