I'd imagine you just take the normal flowering time and add 2-4 weeks to it, depending on how fast a plant can preflower genetically. Some may respond quicker than others. That sound right?
You can get a timer for 4 bucks, 7 or 8 for a programmable digital. No reason NOT to have one of these when you begin growing. Hell, I have two.
But yes, if you want to change the time then you should extend the dark period until you want them to come on, not the light period.
Other than giving them nutrietns too early I can find nothing wrong with those happy healthy little guys. They look just like mine. Cotes (the little round leaves) will curl and flatten out and do all kinds of stuff as the plant grows.

There is some evidence that shows that 24/0 light cycles provide less growth than those with dark cycles of at least 4 to 6 hours. So your notion that plants grow best with 24/0 and 12/12 is half the growth is unsubstantiated.
Honestly all you can do is fill the res, back off on the lights and pray. They may have experienced a massive pH shock or some lockout when they dried out. Give it a good environment and it should survive. I'd imagine they dry out in the wild all the time.

I don't see why they would reveg, the light cycle is short enough now for natural flowering. I'm more worried about the jump in temps from 80ish to 100. They will have shade in the late afternoon, but super direct sun from 9am to 3pm, when it's 90 to 105 currently.
If you can't bring the light to the plants then bring the plants to the light. Put them on those plates and put a book under it.

Lumens don't add up anyway, you are just putting more lumens to more area which increase the lux. It's complicated, yes.. but a 30W 6500K CFL can grow a seedling very well without stretch to 6 inches and 3-4 nodes.

A plant that small doesn't even need that many lights. I would start by turning off as many of the 20W as I could get away with.. at least 2 if not 3. That's going to help your temps. You can keep it close to the bulbs if temps are under control. It could be 100+ at the top of the plant though...
