As long as the entire plant hasn't dried out then it should be savable. The plant will equalize the water inside itself. This is why when they dry the leaves wilt. It's trying to even out the water level to give whatever it can to everything: leaves stems and roots.

What's wrong with tried and true rockwool? My seedlings LOVE it. Just soak in pH 5.5-6 water for a bit, plant and keep moist!

Depends on the exact fan but most exhaust units are designed to pull air. They can push but it's less efficient. It likes a certain amount of pressure behind it to get the air moving. Other fans may vary but almost everyone prefers to pull air through the cooltube. I have cooltube - 6" ducting...
