Its not to late, but its always better to start topping at the beginning of veg. Around 10 inches is a good time to top from what i have read... As long as you are in veg its okay to top at anytime from what I understand, however its best to wait a week or 2 after topping so plant can recover...

your buds will stay fluffly till they are smoked lol. dense buds are made when growing, not curing
