It should be ok just to get a seedling started on a 24/7 grow but get some more lights as soon as you can.

that sort of grow is wasting a lot of light by not having any box for reflection.

From what I have read white paint seems to be the best since it is easier to keep clean, cooler and doesn't get too hot. Plus it's cheaper and easier to get. You might get 5% extra reflection from Mylar but you also get a lot of heat and cleaning issues. If you need more light just buy more...

It also pays to get a good qualty fan. I have used old PC fans and they have stopped working. Look for good brands like Zalman etc.
