How about it? Every gun owner should have to take responsibility for the fact that his ownership of a firearm by virtue of his 2nd amendment rights makes him at least partially responsible for each and every illegal, gun related death. That gun owner participates in a system where guns can and are diverted, where an excess of firearms are created and the creators motivated to sell, regardless of the qualifications of the buyer and in some cases in spite of their qualifications or lack thereof.
I propose a national fund intended to reimburse those victims of gun violence whereby each gun owner pays a yearly premium or a lump sum if he intends to have his ownership remain anonymous. The fund should be indexed to gun violence, should that violence go down, their payments would go down, if FBI stats demonstrate that gun violence is going up, premiums would go up as well. The lump sum buyer takes his chances.
This is not a tax and there should be a private insurer who takes care of the details, making a profit as is reasonable. Of course in order to have this float, manufacturers and distributors of firearms would bear the brunt of payments and they would be made liable in civil court.
