New to growing and weather question

using peatmoss, perlite and lime in 5 gal pots.
+applying hydroponics A+B half strength after 7-10 days from sprouting.

Currently waiting for my autoflower (northern light) seeds to germinate and then plant them in pots outdoor to sprout.

Weather:
-24c high 17 low in nov 2019.
-21c high 17c low in dec 2019.
-20c high 17c low in jan 2020.
-20c high 17c low in feb 2020.

-Are those weathers are fine?
-is it ok to plant the germinated seed and make them sprout in the pots outdoor?

Too cold.

So my best option is to wait for summer?

Minimum night temps should be 15c or higher.

Sorry will edit the weather again.

Winter in my country:
26c high 14c low.

So i think i am good to go right?

Iam using autoflower strain.

After the seeds germinate, should i plant them in the pots and keep the pots indoor till they sprout or its fine to let them sprout outdoors?

If indoor is the way to go, how long should i wait after they sprout before placing the pots in the balcony?

Keep pots indoors in a warm place till sprout. If u have indoor lights let em grow for 2, 3 weeks b4 throwing em outside

I have 6500k led lamp.
Should i use it 18hrs/day for the 1st 2-3 weeks then move the pots to the balcony outdoor?

Should i cover the pots with plastic bags to keep humidity high till the germinated seeds sprout and then apply light only?

Another 3 lights, need atleast 40 actual watts for 2 weeks of growth

Ok just to be sure:
Gonna use perlite, peatmoss and lime, then:

1-plant the germinated autoflower indica seeds in a small pots under 27w 6500k light for 24hrs and wait for em to sprout and use this light for the 1st week.

2-water them and use hydroponics A+B half strength after the 1st 7-10 days 2-3 times a week.

3- use 4 lights 27w cfl 6500k for the 2nd and 3rd week.

4-after 3 weeks plant them in bigger pots in my balcony.

5-water them regularly 2-3 times a week with water and hydroponicsA+B half strength.

6-wait for em to flower and finish their time line (autoflower indica) then harvest, dry and cure them.

Am i missing anything?
Can i use 100w cfl lamp 50cm away?
It's autoflower, should i put them under 24/7 of light or go for 18/6hrs a day?
Do i need a ph tester to test the ph of the soil and water regularly?
