Well, there is a war on, and they are soldiers, and their mission might be to assess Russia's war fighting ability, the last bunch turned out to be accountants auditing for corruption. They probably don't have a combat role there are a ton of weapons systems that need to be evaluated in combat conditions, plenty of reasons for them to be there. It is a sovereign country, and they can invite who they wish as long as they are not fighting. Gen Milley was there recently in uniform as was Joe Biden the commander and Chief. Also, there are military attaches there from a hundred countries writing reports for the folks back home and just as many academics and military experts of one sort or another.
