1st remove the tinfoil, it isn't a good reflector and it burns the plants. you need a 6500k cfl light for vegging. yeah 95 is wayyyy to hot. i would suggest hitting up the grow FAQ

man i HAD the same problem. i just hot glued my scales calibration weights to the top of the fan. slows down the motor and kept noise levels down.

and i wouldn't use cfl for a SOG. the light doesn't penetrate well with cfl like it does hps, i would suggest LST isntead. LST keeps the height of the plant controlled which makes space to be covered by light, and it also shows more bud pointing towards the light. just my ideas.

underphire is right, and i am a cfl grower (for now). the fact is that most cfl grows, if given the choice, would choose a free hps system over a cfl system any day but cfls will work. 6500k for vegging, 2700k for flowering and you can't have enough lights at the right temp.

i would look for the one that projects teh most lumens. my set up has five 23w 6500k, and two 23w 5000k lights and it working great.

i would have to agree with the post above me. think about how burnt us white people get at the beach because of the water. i'm not sure that there is a specific time to top your plant, but i do it usually after 4/5 nodes. not sure if that is the correct time i keep my cfl's close so my plants...
