Now, dump the heat lamp and get a few CFL's. Those are the spiral energy saving bulbs. The higher the watts, the better. I have a couple of 42 watts as supplemental lights. You can pick up a couple of the relector hoods like this...

Curled down could be overwatering. I use fox farm ocean forrest soil and only water every 3 days.

Have you checked your runoff pH? If you have a nute lockout because of a low or high pH, adding cal-mag won't work.

I would turn on the lights as soon as possible and keep them on until the next 2am comes around. You know a dorm room doesn't sound like a good place to grow. School and police are a double whammy if you get caught. Your mom's house might be embarrassing, but a dorm room sounds like double trouble.

Only if it's too hot, or high humidity as bag said above. Also, keep in mind that talking to others, and smell are two of the main reasons people get busted.

Only "prune" dead leaves. You can partially prune dying leaves (cut them where they are dead), leaving the healthy part. Healthy leaves are used later on by the plant to produce buds. "Tuck, don't pluck." Do a search for "supercropping" and "topping" to get maximum top growth.

Print out this chart for him. I have my 400W at 14in from the canopy, so am getting 11,693 foot candles. At 3ft, his 1000W is giving him 4,951 foot candles. He would have to be at 24in (2ft) with his 1000W, just to MATCH what I get using a 400W at 14in. A 1000W needs a good air cooling...

A lot of people can't pay their electric bill on time...sheesh. They don't start investigations for that. Investigations happen when someone is stealing electricity.

I have found that a 600W is just too much heat without using ducting and the appropriate reflector hood. The 400W I have is able to be kept under control with two desk fans and a strategically placed pedestal fan. Also, without ducting, a 600W would need to be kept 19in or more from the canopy...

Aren't they licensed in the state of CA? I thought Obama told the feds to chill out on state legalized mj. If you mean worried as in "getting caught," I wouldn't worry. That's a large bill though. Do the dispensary people pick up some of that bill?
