I think it is "just" corruption but doesn't really excuse or explain why this happened. I have a strong bias against Chinese manufacturing. Not just because their system is so corrupt that a businessman cannot operate without committing corrupt acts, but corruption is part of the reason for my bias. They make nice MAGA hats, I'll give them that.

Titanium that was distributed with fake documentation has been found in commercial Boeing and Airbus jets. Now the Federal Aviation Administration, the aircraft manufacturers and supplier Spirit AeroSystems are investigating whether those components pose a safety hazard to the public.
The probe, first reported by the New York Times Friday, is the latest black eye for the aerospace industry, which has had a series of problems recently with the quality and safety issues involving jets. The investigation comes after small holes were discovered in the material, apparently from corrosion, according to the Times report.
The FAA and Boeing confirmed that they are investigating the matter. Boeing said the questionable parts come from a limited set of suppliers, and tests performed to date have indicated that the correct titanium alloy was used.
The NYT and FT are reporting the aircraft parts that came with counterfeit certificates were sourced from China.

Yes, the article reports problems from a door that blew out during a flight was traced to Spirit. But this problem was traced to material made sometime before 2019 that came from China with false documentation. It was sold through a Turkish metals supplier to various aircraft parts manufacturer, not just Spirit. An Italian parts manufacturer started checking when they saw a lot of Titanium come through their plant that "looked different".
