sounds like you need a new thermometer. Or the way your fans are setup there is not direct airflow...possibly the air is just getting stirred around? just guessing. but i would take all that foil off and replace it with panda film or Orca film cause metal absorbs heat. also get a bigger outtake...

why would you use a tent outside if you can grow without one outside? you can have a tent indoors and get a carbon filter so there is absolutely no smell if that's what your worried about.

not to much light but probably too much heat for such a small area. i would stick with t5's. but if you had proper ventilation you could probably get away with it...just remember you have to keep distance from your light to the canopy like at least 12 in. so your plants would be really short...

everything sounds good....i would use MANNA MIX soil....it has very little nutes in it.....try house and garden nutes, they are much more simple to use...grow a b and Bloom a b use equal parts. if you have autoflowers then go half strength on any nutes to see if they react bad or good.

you might be over watering.water less.....raise the light to two feet above canopy...drop the temp a bit and raise the humidity. a little trick also for humidity is to put a ziploc bag over your seedlings to keep humidity in.

your tea must be really good! if you see bubbles thats a good sign....if you see too much bubbles then your tea is too strong or too active...which is okay for the plant but not for you and the mess you have to clean up.

you can totally grow without an air filter but thats only if your not worried about smell...it's gonna reek. i do advise an intake HEPA filter for dust and things if your not using a carbon filter. Also you still need the inline fan for proper ventilation and cooling. Hope this helps. ;)

your plan sounds great.....should work perfectly. your not going to get a very high yield when flowering under t5's though.

STOP FEEDING EPSOM SALT! you may still have salt build up or a Mg def. i would use sledgehammer by Bush Doctor for a salt flush and then foliar feed some CAL-MAG by Botanicare. should fix the problem pretty fast. some pictures would help me see whats going on. hope this helps!

also try using soil with less nutrients in it.....i believe foxfarm is too hot with nutes
